Amends Volume 15 (Water Resources, Agriculture & Food), Title 48 (Animals), Chapter 609 (Dog; Exotic Animals; Dealers) of OR Revised Statutes to prohibit a person from using specified types of animals in a traveling animal act.

Amends Volume 15 (Water Resources, Agriculture & Food), Title 49 (Food and Other Commodities; Purity, Sanitation, Grades, Standards, Labels, Weights and Measures), Chapter 633 (Grades, Standards and Labels for Feeds, Soil Enhancers and Seeds), Section 633.015 (Registration of commercial feed required; rules; exemption; fee) of OR Revised Statutes to amend the fee cap for registration of commercial feed brands and animal feed manufacturing plant licenses.
Amends Volume 10 (Highways; Military), Title 32 (Military Affairs; Emergency Services), Chapter 401 (Emergency Management & Services) of OR Revised Statutes to transfer duty to prepare written animal emergency operations plan from Office of Emergency Management to the State Department of Agriculture.
Amends Chapter 603 (Dept. of Agriculture), Division 15 (Care of Pet and Captive Animals) of Oregon Administrative Rules by adding new sections to ensure compliance by all animal rescue entities within Oregon with the recordkeeping and licensing requirements of SB 883 (adopted in 2019) and already instituted in Oregon Revised Statutes.
OR Department of Agriculture temporary emergency rule amending Volume 15 (Water Resources, Agriculture & Food), Title 48 (Animals) of OR Revised Statutes by adding a new Section 603-052-1390 to prohibit the import of Marimo or Moss balls infested with zebra mussels.
