Amends Title V (Agriculture), Chapter 162 (Care of Animals in Commercial Establishments), Sections 2 (Definitions), 2B (Fees), 7 (Operation of a dealer-State license or permit), 8 (Operation of a commercial breeder-State license or permit), 10B (Commercial Establishments-Inspecting state licensees and registrants) of Iowa Code to eliminate the right of a commercial breeder or dealer to operate under a permit.  Provides that all such entities must be issued a state license.
