Amends Title 15 (Agriculture & Animals), Article 20 (Animal Control) of Indiana Code by adding a new Chapter 5 (Sale of Dogs or Cats in Retail Pet Stores) to restrict the retail sale of dogs or cats in pet stores.

Amends Title 15 (Agriculture & Animals), Article 17 (Animal Health & Animal Products), Chapter 10 (Dangerous & Diseased Animals), Section 1 (Duty to Report Dangerous or Diseased Animals) of Indiana Code to further provide for the mandatory testing and reporting of diseased animals.

Amends Title 6 (Animals), Chapter 6.08 (Animal Control Regulations Generally) of Columbus, IN Municipal Code to prohibit the retail sale of dogs, cats, and rabbits in city pet shops.
