Amends Chapter 19 (Agriculture), Article 20 (Dogs and Cats) of the Code of West Virginia by adding a new Section 2a to require retail pet stores to complete registration forms required by the county assessor upon the sale of a dog and to prohibit local regulation of retail pet store operations.

Amends Chapter 19 (Agriculture) of the Code of West Virginia by adding a new Article 2G (Sales by Pet Stores) to regulate sales by pet stores of dogs, cats or rabbits by requiring all such animals be obtained from an animal control agency or shelter.
