Amends Title 47 (Animals, Livestock & Poultry), Chapter 3 (Dogs and Other Domestic Pets) of the Code of South Carolina by adding a new Article 16 so as to establish standards for commercial dog breeders.

Amends Title 47 (Animals, Livestock & Poultry), Chapter 1 (Cruelty to Animals) by adding a new Article 17 (Pit Bull Dogs) to require pit bull registration and to establish a breed determination procedure.

Amends Title 50 (Fish, Game & Watercraft), Chapter 15 (Nongame and Endangered Species) of the SC Code of Laws by adding a new Section 50-15-15 so as to prohibit certain activities related to South Carolina's native reptile and amphibian species and to require the establishment of possession limits.

Amends Title 47 (Animals, Livestock & Poultry) of the SC Code of Laws to add provisions for: 1) animal cruelty instruction for judges; 2) dog tethering; 3) disposition of quarantined or impounded animals; 4) sterilization of stray cats; 5) spay neuter fund grants; 6) veterinary practice in emergencies or natural disasters; and animal shelter standards.

Amends Title 47 (Animals, Livestock & Poultry), Chapter 1 (Cruelty to Animals), Section 170 (Penalties) of the Code of South Carolina by adding a new section so as to prohibit a person convicted of animal cruelty from adopting animals.

Amends Title 46 (Agriculture), Chapter 27 (South Carolina Commercial Feed Act) of the Code of South Carolina to provide for commercial feed licensing and fees, labeling requirements, facility inspection, and penalties for code violations.

Amends Title 50 (Fish, Game & Watercraft), Chapter 15 (Nongame and Endangered Species) of the SC Code of Laws by: 1) Adding a new Section 50-15-15 to restrict the possession and sale of any native reptile or amphibian species; and 2) amending and adding certain definitions.

Proposed ordinance amends Chapter 4 (Animals & Fowl), Section 4-6 (Selling, Releasing, Displaying Certain Animals Prohibited) of North Myrtle Beach, SC Municipal Code to prohibit the retail sale of dogs and cats in the city.
