Amends Title 9 (Agriculture-Animals-Fences) of Ohio Revised Code by adding a new Section 959.30 requiring the Attorney General to establish an animal abuser registry.

Amends Title III (Counties), Chapter 301 (Organization) and Title VI (Townships), Chapter 504 (Limited Home Rule Government) of Ohio Revised Code to authorize the use of an auxiliary container for any purpose and to prohibit the imposition of a tax or fee on those containers.

Proposed rulemaking amends Chapter 901:1 (Animal Industry), Section 4 (Dangerous Wild Animals) of Ohio Revised Code by adding additional regulatory requirements to protect the public from the dangers posed by the possession of dangerous wild animals and restricted snakes, as well as to ensure the care for these animals.
