Amends Chapter 76 (Agriculture), Article 19A-1 (New Mexico Commercial Feed Act) of NM Statutes Annotated by adding a new Section 5 (Spay and Neuter Program Fee) which would impose an additional fee on pet food manufacturers in order to fund the statewide Spay and Neuter subaccount of the Animal Care and Facility Fund.
