Appropriations bill which contains provisions of SB 161 which amends Title XL (Agriculture, Horticulture & Animal Husbandry), Chapter 437 (Sale of Pets; Disposition of Unclaimed Animals), Section 437:1 (Definitions) of NH Revised Statutes to revise the definition of "pet vendor".

Amends Title XL (Agriculture, Horticulture & Animal Husbandry), Chapter 437 (Sale of Pets; Disposition of Unclaimed Animals) of NH Revised Statutes to: 1) Establish the Companion Animal Welfare Division in the Department of Agriculture, Markets & Food; 2) Establish the Animal Transfer Database in the Department of Agriculture, Markets & Food; 3) Create a license for animal shelters and modify the license for pet vendors; and 4) Require hobby breeders to register with the Department of Agriculture, Markets & Food.

Amends Title XL (Agriculture, Horticulture & Animal Husbandry), Chapter 437 (Sale of Pets and Disposition of Unclaimed Animals), Section 437:3 of New Hampshire Statutes by adding a new Section 437:3-a (Restrictions on the Sale of Animals; Pet Stores) to prohibit the sale of dogs, cats and rabbits in pet stores.

Amends Title XL (Agriculture, Horticulture & Animal Husbandry), Chapter 437 (Sale of Pets and Disposition of Unclaimed Animals), Section 437:8 (Health Certificates for Dogs, Cats, and Ferrets) of New Hampshire Statutes by: 1) adding a new Section 437:8a establishing an animal health certificate database; and 2) providing for an additional fee for rabies vaccinations and health certificates for the administration of the animal health certificate database.

Amends Title LXII (Criminal Code), Chapter 644 (Breaches of the Peace and Related Offenses), Section 644:8 (Cruelty to Animals) in relation to the costs of care for animals seized in cruelty cases and prohibiting the future ownership of animals in certain animal cruelty cases.
