Amends Title 97 (Crimes), Chapter 41 (Cruelty to Animals), Section 16 (MS Dog & Cat Protection Law of 2011) of Mississippi Code to:  1) Create a 1st offense felony for aggravated cruelty to a dog or cat; 2) Prohibit dog or cat ownership for persons convicted under this section; and 3) Provide for an online animal-abuse registry.

Amends Chapter 12 (Entry Requirements) of Mississippi Board of Animal Health Rules by: 1) Repealing Sections 109 (Dogs) and 110 (Cats); and 2) Adding a new Section 109 (Dogs, Cats and Ferrets), along with Subsections 109.01 (Rabies Vaccination) and 109.02 (Certificate of Veterinary Inspection) in order to amend rules for importing or transporting dogs, cats and ferrets into the state.
