Amends Michigan Compiled Laws to prohibit a local unit of government from enacting or enforcing an ordinance, policy, resolution, or rule that regulates a dog based upon the breed or perceived breed of the dog.

HB 4592

Amends Chapter 750 (Penal Code) of Michigan Compiled Laws by adding a new Section 50d to provide for the appointment of a pro bono lawyer or law student to act as an animal advocate in animal cruelty and welfare cases.

Amends Chapter 445 (Trade & Commerce), Part 445 (Michigan Consumer Protection Act), Section 3 (Unfair, unconscionable, or deceptive methods, acts, or practices in conduct of trade or commerce) of Michigan Compiled Statutes by adding a new Subsection 3m to prohibit the leasing of certain animals.

The "Companion Animal Sales and Adoption by MDARD-Regulated Organizations Act" amends Chapter 287 (Animal Industry), Sections 287.331 - 287.340 (Pet Shops, Dog Pounds and Animal Shelters) of Michigan Compiled Statutes to provide for the registration, inspection and regulation of animal rescues.
