Amends the Business Regulation Article of the Annotated Code of Maryland to establish the "Plastics and Packaging Reduction Act" to prohibit a store from distributing plastic carryout bags to a customer at the point of sale.

Amends the Local Government Article of the Laws of Maryland to authorize Prince George's County to impose, by law a fee on certain retail establishments for the use of disposable bags as part of a retail sale of products.
