An Act to amend Kansas Statutes by creating the "Kansas Animal Abuse Offender Repository" within the Kansas Bureau of Investigation.

Amends Chapter 32 (Wildlife, Parks & Recreation), Article 9 (Licenses, Permits, Stamps & Other Issues), Section 960 (Threatened or Endangered Species) of Kansas Statutes Annotated to require the Secretary of Wildlife, Parks & Tourism to establish state threatened and endangered species lists that are based on the federal threatened and endangered lists (ESA of 1973).

The Kansas Retail Pet Shop Act would amend Kansas Statutes to: 1) Restrict the retail sale of dogs by pet shops; 2) Establish the Retail Pet Shop Act Fee Fund; and 3) Provide for preemption over any local ordinance or resolution regulating retail dog sales.
