Amends Iowa Code Chapter 162 (Care of Animals in Commercial Establishments) to further provide for the regulation of commercial establishments that possess or control animals, other than animals used for an agricultural purpose.

Amends Title V (Agriculture), Chapter 162 (Care of Animals in Commercial Establishments), Section 162A (Application, issuance, and renewal of authorizations) of Iowa Code to eliminate a requirement that an identification number be part of an application to obtain an authorization to operate a commercial establishment involved in the care of nonagricultural animals.

REG 2019-001

IA Department of Agriculture & Land Stewardship proposed rulemaking rescind Chapter 67 (Animal Welfare) of Iowa Administrative Code and adopt new rules to: 1) Ensure that all dogs and cats handled by commercial establishments are provided with humane care and treatment; 2) Regulate the transportation, sale, purchase, housing, care, handling, and treatment of dogs and cats by persons engaged in transporting, buying, or selling them; 3) Provide that all vertebrate animals consigned to pet shops are provided humane care and treatment, by regulating the transportation, sale, purchase, housing, care, handling, and treatment of such animals by pet shops; 4) Authorize the sale, trade, or adoption of only those animals which appear to be free of infectious or communicable disease; 5) Protect the public from zoonotic disease; and 6) Establish subclassifications of licenses and further clarify requirements.
