Petition for a Ballot Initiative seeks to amend Article XV (Miscellaneous) of the Ohio Constitution by adding a new Section 13 to further regulate persons who keep, house or maintain dogs for the purpose of breeding and selling their offspring.

Amends Title 9 (Agriculture-Animals-Fences), Chapter 956 (Regulation and Licensing of Dog Kennels) of Ohio Revised Code by amending the definition of "high volume breeder" and to further provide for minimum standards of care.
Amends Title 9 (Agriculture-Animals-Fences), Chapter 959 (Offenses Relating to Animals) of Ohio Revised Code to prohibit an animal abuse offender from owning, possessing, having custody of, or residing with a companion animal for a specified time period.

Proposed rulemaking to amend Chapter 901:1 (Animal Industry), Section 1-5 (Brucellosis), Subsections 12 (Brucella canis) and 13 (Designating a kennel a brucella canis free status) of Ohio Administrative Code to further regulate the disease known as Brucella canis with new testing standards and procedures for recognizing dog kennels as Brucella canis free.
Proposed Ordinance No. O2016-0013 would amend Title 14 (Animals) of Cuyahoga County Code by adding a new Chapter 1401 establishing an Animal Abuse Registry.
