These are standards all pet stores should observe in dealing with pet animals. Many of these are already standard operating procedures for various pet stores, to one degree or another. But until now there was never a single source to look to for pet stores across the country. As regulators in many jurisdictions seek to impose new mandates, and Congress considers legislation to bring most pet stores under federal licensure (and subject to USDA regulatory requirements), a national standard emanating from the industry itself will enable pet stores to stay ahead of the curve. The Guidelines will assist retailers in implementing best practices for care of animals as well as supplementing or complementing existing federal, state and local laws and regulations. Retailers may rely on the Guidelines in building on their current practices and operating materials. The recommendations provide for the health and welfare of pet animals as well as the health and safety of the broader public. Retail businesses, large and small, populate every corner of the United States. They provide goods and services from the essential to the extravagant; from the basic necessities of life to the most whimsical. What sets pet retailers apart from the rest is the nature of what they offer for sale. Some call them companions. Some call them pets. Some call them pure joy. However characterized, they are not products off the assembly line, and cannot simply be removed from a box and stacked on a shelf. Each is unique. Each requires special care. And it is the duty of every operator of a pet store to ensure that standards are in place to facilitate appropriate handling and care of the animals they sell. Indeed, this is central to the business they run. Yet guidance to employees on myriad issues involved in “doing it right” is neither as comprehensive nor readily accessible as it should be.
