Amends Chapter 347 (Dogs and Cats), Section 22 (Damages, Owner Liable) of Minnesota Statutes to further provide for liability for attacks by pets or companion animals.

Amends Title 5, Chapter 501, (Animal Control) of Roseville, MN Municipal Code to provide that no pet store shall sell, deliver, offer for sale, barter, auction, give away, or otherwise transfer or dispose of cats or dogs.
