Amends Section 3.2-6500 of the Code of Virginia to create the Companion Animal Surgical Sterilization Program/Fund, imposing a surcharge of $5.00 for each ton of pet food distributed, to be paid into the state treasury and credited to the Companion Animal Surgical Sterilization Fund.

Amends § 3.2-6511.1 (Pet shops; procurement of dogs; penalty) of the Code of Virginia to prohibit any companion animal dealer who is not licensed by the U.S. Department of Agriculture from selling any dog to a pet shop.

Amends Title 58.1 (Taxation), Chapter 38 (Miscellaneous Taxes) by adding Article 7.2 which would impose a plastic bag tax in the Chesapeake Bay Watershed.
