Amends Chapter 895 (Damages, liability, and miscellaneous provisions regarding actions in courts) of Wisconsin Statutes by creating a new Section 4455 to further provide for recovery of damages for injury to, loss of, or death of a domestic animal.

Amends Chapter 173 (Animals, Humane Officers) of Wisconsin Statutes to prohibit the conveyance of an animal to a person convicted of animal cruelty (under Chapter 951 - Crimes Against Animals) and to impose certain sentencing requirements for a person convicted of a crime against an animal.
