Amends Chapter 76 (Agriculture), Article 19A-1 (New Mexico Commercial Feed Act) of NM Statutes Annotated by adding a new Section 5 (Spay and Neuter Program Fee) which would impose an additional fee on pet food in order to fund the state's Dog and Cat Spay and Neuter Assistance Program.
