Amends Title 5 (State & Local Administration), Article 2 (Law Enforcement) of Indiana Code by adding a new Section 23 to establish an animal abuse registry.

Amends Title 15 (Agriculture & Animals), Article 21 (Commercial Dog Breeder Regulation) of Indiana Code to make various changes to the state commercial dog breeder law regarding: 1) thresholds for registration qualification; 2) facility inspections: 3) standards of care; 4) recordkeeping; and 5) fines.
