The Rhode Island General Assembly adjourned its 2017 legislative session on June 30, 2017.

Amends Title 4 (Animals & Animal Husbandry), Chapter 4-1 (Cruelty to Animals) of RI General Laws by adding a new Chapter 1.2 establishing the Animal Abuser Registry Act.

Amends Title 44 (Taxation), Chapter 44-18 (Sales and Use Taxes – Liability and Computation), Section 7.3 (Services defined) of RI General Laws to repeal the sales tax on pet care services.

Amends Title 4 (Animals & Animal Husbandry) of RI General Laws by adding a new Chapter 27 (Intentional or Negligent Death of a Pet) to create a cause of action for the intentional or negligent death of a pet, to include liability for non-economic damages.

Amends Title 4 (Animals & Animal Husbandry), Chapter 4-13 (Dogs), Section 42 (Care of Dogs) of RI General Laws to require that the sheltering and nourishment of dogs conform to the industry standards established by the Tufts Animal Care and Conditions Scale regarding outside sheltering, proper nourishment, sanitary conditions, and physical condition.

Amends Title 23 (Health & Safety) of RI General Laws by adding a new Chapter 19.17 (Plastic Waste Reduction Act) to establish a plan for a ban on the use of disposable plastic checkout bags by retail establishments.

Amends Title 4 (Animal Husbandry), Chapter 19 (Animal Care) of RI General Laws to define “pet grooming facilities” and require that they be licensed by the Department of Environmental Management.

Amends Title 4 (Animals & Animal Husbandry), Chapter 4-19 (Animal Care), Section 7 (Dealer Licenses) of Rhode Island General Laws by adding a new Subsection 7.1 (Renting or leasing of dogs and cats prohibited) to prohibit the rental, lease, or financing of any sale of a dog or cat by any person or business.
