Amends Title 4 (Animals), Chapter 11 (Animal Protection), Article 1 (General Provisions) of the Code of Georgia so as to regulate the retail sale of dogs and cats in the State.

Amends Title 27 (Game & Fish), Chapter 5 (Wild Animals), Section 5 (Wild animals for which license or permit required) of Georgia Code so as to exempt the African pygmy hedgehog from wild animal license and permit requirements, if certain conditions are met.
